Corona telework declaration: how does it work?
Stricter controls and mandatory registration of non-teleworkers, that's what the Consultation Committee decided on Wednesday 24 March. In this article, we will explain exactly how the teleworking registration tool works.
Homework still mandatory
Teleworking is still mandatory for anyone who can work from home. Only when the nature of the work makes working from home impossible, or the continuity of the company is compromised, may employees go to the workplace. As an employer, you must then provide your employees with a certificate confirming their presence at the workplace.
Stricter controls facilitated by registration tool
The Consultation Committee has announced stricter controls on teleworking. To make that possible, employers will be required to disclose how many employees are absolutely unable to do telework. This can be entered using the Corona Telework declaration available on the social security portal. The registration obligation applies from April, and you have until the sixth calendar day of the month to make the declaration.

Who should use the registration tool?
All employers from all sectors are obliged to use the registration tool. Only companies that are obliged to be completely closed, need not make the declaration.
The declaration must be filled in per branch of your company. You can recognize it by their location unit number. Large companies with more than 20 branches are allowed to submit the declaration using a structured excel file.
Where can I find the teleworking registration tool?
You can find the registration tool on the Social Security portal. The registration tool can only be filled in online.
Which employees do I need to register?
You mention two numbers in the tool:
- The total number of people working in your company. This includes everyone who is normally regularly present at work. These include not only your own employees who are bound to you by an employment contract, framework agreement (flexi-jobs) or apprenticeship agreement, but also temporary workers, volunteers and employees of subcontractors, for example. You also mention the long-term sick and employees in a form of career break, as well as those with a position where they are not often in the office, such as couriers.
- The number of persons doing a work that is 'non-teleworkable'. You have to interpret that notion strictly: only include the employees who can under no circumstances carry out their tasks or part of it at home. Here too, mention the temporary workers, volunteers and employees of subcontractors.
This means you do not count the people who do work from home, entirely or part-time, in this last number, and you should not mention anything separately. They are however part of the total population.
It always concerns the number of employees on the first working day of the month.
For what period do I need to register my employees?
You need to fill out the form month by month.
You will receive a confirmation of the data you have registered by email, sent to the email address you provided in your company's e-box.
You can make another change or correction. The last declaration for a given month replaces the previous one every time.
How is this data used?
The data that you as an employer provide with this tool will help the inspection services with their work. The numbers you mention in it will not be binding.
